New space law (Breach of detainment)

so this law would be pretty simple, its pretty much a law to cover the time between talking to someone and arresting em, so lets say you as an officer see a tider with a spear, from the moment an officer says "hey you thats a restricted weapon" they are being detained and if they run its not breach of arrest since you were not arresting em yet its breach of detainment. this is because there is nothing you can really hit people with when they run other then like breach of arrest or just doing the old restricted item possession, id say make it like 3 minutes ( 1 less then arrest breach). one it gives antags and lawyers a lesser sentence to argue for if an officer to trying to breach of arrest em and it gives officers a way to arrest people who refuse to engage during an investigation ( i feel like when im questioning people, i need to cuff em to force a convo because they adhd or something or think im gonna perma them for no reason because shitsec XD) but having a state where i can say "your being detained at this moment" will keep em from getting tiggered over having to talk to security and freaking out (since im stating a extra law that just adds rp to interaction)  and i mean if they just walk away well here comes the cuffs and you just point at the breach of detainment law. i just feel there is no law to cover the state between talking about something with someone (space law crime related) and arrest. plus i hope it will promote talking before batoning you know?
